'Rhizome: Nomade, Trans, Cosmopolite'
그동안 창원민주영화제라는 이름으로 두 차례를 개최한 뒤 이번 세 번째부터 명실상부 국제라는 제목을 달고 개최할 수 있어 대단히 기쁩니다. 특히 국내에서는 거의 소개되지 않아 우리 시민들이 볼 기회가 거의 없는 라틴아메리카 페루와 아프리카의 세네갈의 영화와 미술작품을 소개할 수 있게 되어 더욱 기쁩니다.
창원국제민주영화제는 영화를 통해 '민주성지 창원'의 정체성을 곧추 세우고 민주주의 정신을 후대에 계승하며 한국 민주주의의 성숙을 위해 노력할 것입니다. 영화를 통해 각 나라의 문화적 토양에 맞는 민주주의를 모색함과 동시에 서로의 문화를 이해하고 연대하여 인류의 현재를 함께 고민하고 풀어가는 장을 제공하는 역할을 하고자 합니다.
금년 제3회 창원국제민주영화제의 주제는 “리좀 : 노마드, 트랜스, 코스모폴리트”입니다. 리좀(뿌리줄기)이 함의하는 수평적 확산이 민주주의의 속성이라면, 노매드와 트랜스 그리고 코스모폴리트는 민주주의의 세계적 확산과 연결됩니다. 이번 영화제를 통해 이러한 의미가 잘 구현될 수 있기를 기원합니다.
마침 드라마 ‘오징어게임’의 전 세계적인 히트를 계기로 한류가 수많은 문화장르로 확산하고 각 장르의 영향력이 강화하고 있습니다. 이 현상에 관한 수많은 논평과 분석이 이어지고 있습니다만 이러한 한국의 문화적 성공은 한국의 성공적인 공업화와 민주화를 배경으로 하고 있다는 지적이 가장 가슴에 다가옵니다. 경제적 풍요와 정치적 자유 없이는 이토록 엄청난 문화의 꽃이 필 수는 없었을 것이라는 인식인 것입니다.
이제 한국의 문화 콘텐츠가 그랬듯이 한국의 정치적 및 경제적 경험도 수많은 개도국들의 벤치마킹 사례로 떠오를 것이 틀림없습니다. 이러한 계제에 창원국제민주영화제가 갖는 의미는 적지 않습니다. 먼저, 예술장르의 측면에서 영화는 종합예술로서 정치·경제·사회·문화 등 모든 것을 아우르며, 표현하고 또 전달할 수 있기 때문입니다. 다음, 지역 측면에서 보면 창원은 한국의 근대화(공업화와 민주화의 통칭)를 상징하는 도시입니다. 창원국제민주영화제는 이러한 한국의 세계사적 의미를 국내외에 알릴 수 있는 가장 적절한 지역문화콘텐츠가 될 수 있기 때문입니다. 금년에는 지역으로는 아프리카와 라틴아메리카의 일부 나라들을 집중 조명하고 있지만 앞으로 그 범위를 차츰 더 넓혀 나감으로써 창원의 브랜드를 세계의 더 많은 나라와 지역으로 번져나갈 수 있도록 할 것입니다.
국제적인 문화 교류는 그 자체로 의의가 적지 않습니다만 그것이 문화적 차원에 그치지 않고 경제적 및 외교적 차원에도 상당한 파급효과를 미친다는 것은 널리 알려져 있습니다. 한국이라는 국가 브랜드가 세계 속에 확실하게 각인되어 나가는 이때 한국의 근대화를 상징하는 도시 창원은 이 호기를 결코 놓칠 수 없습니다. 이러한 관점에서 창원국제민주영화제는 중차대한 의미를 가진다고 감히 자부합니다. 그래서 민주화의 성지로서 창원시를 비롯한 지역의 정치∙행정계는 물론 한국 산업화의 핵심인 기계공업의 보루로서 지역 경제계 역시 창원국제민주영화제의 발전에 진지한 관심을 기울여주길 기대합니다.
본 영화제를 국제영화제로 개최함에 따라 양적으로 늘어나고 질적으로 복잡해진 작업을 열심히 수행해준 집행위원장 이하 씨네아트리좀의 임직원과 여타 관계자들의 수고에 대해 고마움과 함께 위로의 말씀을 전합니다. 그리고 본 영화제를 위해 비용 조달, 영화와 상영장의 확보, 예술작품과 전시공간의 확보, 영화제의 홍보 등 크고 작은 도움을 주신 많은 분과 기관들, 특히 외국의 관계자들에게도 진심으로 고마움을 전합니다. 그리고 공동주최로 참가한 부마민주항쟁기념사업회에 대해서는 별도로 특별한 고마움을 표하고 싶습니다.
모두에게 즐겁고 유익한 영화제가 되기를 빕니다.

I am very happy, from this 3rd Changwon Democracy Film Festival, to be able to hold the title of ‘International’ in its name. I am particularly more happy to be able to introduce films and works of art from Peru in Latin America, and Senegal in Africa, which are rarely introduced in Korea and thus rarely seen by Korean citizens.
The Changwon International Democracy Film Festival(CIDFF) will strive for the maturity of Korean democracy by establishing the identity of 'Changwon, the holy land of democracy' through films, passing on the spirit of democracy to future generations. Through the films, we want to play a role to seek a democracy that fits the cultural soil of each country, and at the same time, to provide a ‘place’ to contemplate and solve the present problems of the humanity together by understanding and solidarizing each other's cultures.
The theme of this year's 3rd CIDFF is “Rhysome: Nomad, Trans, Cosmopolit”. If horizontal diffusion implied by ‘rhizome’ is an attribute of democracy, ‘nomad, trans, and cosmopolitanism’ are linked to the global spread of democracy. I hope this film festival can bring these meanings to life
With the global hit of the drama ‘Squid Game’, the Korean Wave has spread to numerous cultural genres and the influence of each genre is strengthening. Numerous comments and analyzes have been made on this phenomenon, but the most touching point is that Korea's cultural success is based on Korea's successful industrialization and democratization. It is a recognition that without economic affluence and political freedom, such a great culture could not have blossomed
Now, just like Korea's cultural contents, Korea's political and economic experiences are sure to emerge as benchmarks for many developing countries. The significance of the CIDFF in this event is not small. First, in terms of art genre, film is a comprehensive art, because it encompasses, expresses and conveys everything including politics, economy, society, and culture. Next, from a regional perspective, Changwon is a city that symbolizes Korea's modernization (common name for industrialization and democratization). This is because the CIDFF can become the most appropriate regional cultural content to show the meaning of Korea's achievements in world history both at home and abroad. This year, regionally we are focusing on some countries in Africa and Latin America, but we will gradually expand the scope in the future, allowing the Changwon name to spread to more countries and regions around the world.
Although international cultural exchange is not of little significance in itself, it is widely known that it has significant ripple effects not only on the cultural level, but also on the economic and diplomatic level. At a time when the national brand of Korea is clearly imprinted in the world, Changwon, a city that symbolizes Korea's modernization, cannot miss this opportunity. From this point of view, the CIDFF dares to take pride in having an important meaning. So, as a holy land for democratization, not only the local political and administrative circles including Changwon City, but also the local business community as a bastion of the machinery industry, the core of Korea's industrialization, are expected to pay serious attention to the development of the CIDFF
I would like to express my gratitude and consolation to the executives and employees of Cineart Rhizome and other related parties, who have worked hard to carry out the quantitatively augmented and qualitatively complex works as this film festival is held as an international one. Also, I would like to express my sincere gratitude to the many departments and institutions, especially those from abroad, who have helped in large and small ways for this festival, including financing, securing movies and screening spaces, securing works of art and exhibition space, and promoting the festival. Finally, I would like to express my special thanks to the Commemorative Association for Buma Democratic Uprising, which participated as a co-host of this Festival.
